How it works
JPEG and PNG are embedded as they are
PDF can carry both formats natively, so those images are placed into the document without being decoded and re-encoded. No second round of compression, no quality lost on the way in.
Anything else is converted once
WebP, AVIF and the rest have no native place in a PDF, so they are decoded and written as PNG — lossless from the decoded pixels, so the only quality cost is whatever the original encoding already spent.
Images are contained, never cropped
On a fixed page size, an image too large is scaled down to fit. It is never cut to make it fit, which is the failure people notice a week later.

Practical advice
Getting a better result
- For a document that will be printed, pick A4 or Letter and a margin. "Fit each image" produces pages the size of your photos, which printers handle unpredictably.
- Compress the images first if the PDF needs to be emailed — the PDF is roughly the size of the images added together.
- Photos straight from a phone are often 4000px wide. Resizing them before building the PDF makes a dramatic difference to the file size and none at all to how it looks on screen.
- Name your files in order before adding them; it is quicker than reordering afterwards.

Things people ask
Are my images uploaded anywhere?
No. The PDF is assembled in your browser. There is no upload endpoint, and a Content Security Policy allows no upload destination at all.
Will the photos lose quality?
JPEG and PNG are embedded exactly as they are, so no. Other formats are converted to PNG once, which is lossless from the decoded image.
Why is the PDF so large?
Because it contains your images at their original resolution. A PDF of ten phone photos is roughly the size of ten phone photos. Compress or resize them first if that matters.
